On February 11 the Hong Kong branch of ISE was officially launched with an Inauguration Skype meeting between the local Hong Kong Chairman Dr. Albert So and his new members, and in the United States with John Reed, and Dominique Surel. Dr. Albert So holds a PhD in electrical and electronic engineering from the University of Hong Kong. He is also the Director of the Asian Institute of Built Environment and Associate Professor at the University of Hong Kong.
